Dubbo City Council's Works and Services Committee has endorsed a recommendation to allow an animal-themed street parade through the central business district (CBD) on Saturday, 15 September 2012.
Organisers of the Dubbo Festival submitted to Council a Special Event Transport Management Plan for the temporary closure of parts of Wingerwarra, Macquarie and Talbragar streets between 11am and midday for the purpose of a parade called Carnival of the Animals.
The parade would see an animal-themed procession from Bligh Street, east through Wingewarra Street, north along Macquarie Street, and east in Talbragar Street to conclude at Victoria Park where the Dream Festival Markets would be staged.
Committee Chair Councillor Lyn Griffiths said the applicant had addressed all requirements in its submission to Council.
"The event is considered to have a minor impact on the CBD traffic environment, with accessibility available via the peripheral roads of the CBD," Cr Griffiths said.
"According to the report, Dubbo Bus Lines, Dubbo Radio Cabs and businesses in Macquarie and Talbragar streets have been notified of Dubbo Festival's intention to conduct the event."
The Carnival of the Animals parade would be an on-street moving event that would be conducted as a rolling road closure. The event would accommodate about 10 vehicles and 200 participants, including bands and musicians.
Council will consider the proposed road closure at its Ordinary Meeting on Monday, 23 July 2012.
