OUTCOMES FROM THE STANDING COMMITTEE MEETINGS

Councillors met at 5.30pm on 9 May 2024 for the Dubbo Regional Council Standing Committees meetings. Outcomes from the standing committees will be taken to the Ordinary Council meeting on 23 May 2024 for consideration and adoption. 

COMMUNITY COMMITTEES:

Reports of the below committee meetings were noted by Council:

  • Social Justice Advisory Committee meeting on 22 April 2024
  • Villages Committee meeting on 27 March 2024

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

BUILDING SUMMARY: Council noted the report of the director Development and Environment dated 30 April. It was noted the total number of dwellings approved in April was 26 including 8 single dwellings and 18 other dwellings. The projected number of residential approvals for the 2023-2024 financial year is 400 dwellings with the value approved for the financial year to date over $267M.

DRAFT INFRASTRUCTURE CONTRIBUTIONS PLAN – NORTH-WEST URBAN RELEASE AREA: Council recommended the draft North-West Urban Release Area Infrastructure Contribution Plan be approved for the purpose of public exhibition. Following the conclusion of the public exhibition period a further report will be prepared for Council including the results of the public exhibition.

Council will also make a request to the NSW Minister for Planning and Public Places to increase the capped contribution amount of $20,000 to a maximum of $30,000 noting if the increase was approved Council would levy up to a maximum of $22,857.50 per lot or three bedroom or more dwelling, not the entire $30,000.

DRAFT PLANNING AGREEMENT – DUBBO FIRMING POWER STATION: Council recommended the draft planning agreement be prepared in accordance with the terms in the report and if an agreement cannot be successfully negotiated, a further report will be brought back to Council.

The draft report will be placed on public exhibition with a further report presented to Council for consideration following the public exhibition period.

The funds from the agreement are proposed to be utilised to implement Council’s Public Art Strategy, identifying the principals and thematic approach to ensure art projects reflect the community’s aspirations, public art typologies, procurement processes and funding opportunities. As part of the agreement, Council will require any monetary contribution to be spent within a 15km radius of the project.

KERBSIDE BIN AUDIT REPORT: Council noted the report of the Waste Contract and Collection Coordinator and that the completed audit and report will be used to assist and support future proposed changes in resource allocation to waste planning, education and support across the Local Government Area.

The report highlighted the audits are regularly conducted to obtain household data on waste, recycling and organic quantities and that contamination and potential diversion percentages have increased across all three waste streams since the 2019 audit.

CULTURE AND COMMUNITY COMMITTEE:

CONCEPT DUBBO INDOOR AQUATIC CENTRE: Council noted the information in the report that provided previous architectural and concept plans for an Indoor Aquatic Leisure Centre at Dubbo, following a request through a notice of motion on 26 October, 2023.

2023/2024 ROUND TWO – SPARC GRANT ASSESSMENT REPORT: Council recommended the allocation of funds to the community-based organisations listed below with notifications to be sent to each applicant. All unsuccessful applicants will be advised of Council’s Grants Hub as well as other funding opportunities and any advice to assist future applications for assistance.

SISTER CITY COUNCIL DELEGATION VISIT OVERVIEW: The information in the report providing an overview of the Council delegation visit to Cheongju, Korea and Minokamo, Japan between 27 March and 5 April 2024 was noted.

SUBMISSIONS EXPRESSION OF INTEREST 2024 DREAM FESTIVAL: Under Delegated Authority the Committee determined there was no successful EOI to run the DREAM Festival.

The committee recommended the DREAM Festival be placed in abeyance and the $40,000 funding allocated for the event in the draft 2024/2025 budget will be re-allocated equally between the SPARC Support Grant Fund ($20,000) and the Event Assistance Program ($20,000) to support not-for-profit volunteer-run community events, activities and programs.

The CEO will review the Financial Assistance Policy in time for the 2025/2026 budget process with the intent of simplifying that policy, investigating the                 benefits of creating a single funding channel to support community, cultural and event interests. The CEO will also develop a Regional Event Strategy as proposed in the 2024/2025 Operational Plan outlining the levels of support available from Council to events with a clear intent of attracting and supporting both locally produced and flagship events.

CORPORATE SERVICES COMMITTEE

MONTHLY REPORTING SNAPSHOT FOR COUNCILLORS – MARCH 2024: Council noted the information contained within the report.

Councillors highlighted the increase in mixed waste that was shown in the report and linked it back to the Kerbside bin audit that was noted during the Infrastructure, Planning and Environment Committee where it was shown the general waste (red bin) had a large amount of contaminates in it that should be in the yellow or green bins.

UPDATE: NOTICE OF MOTION CALLING FOR ACTION TO REDUCE RATES OF CRIME IN THE DUBBO LOCAL GOVERNMENT AREA: Council noted the correspondence from Council to the NSW Government regarding community concern and any replies that have been received as copied in the report. Council also requested the CEO liaise with and facilitate local Aboriginal Community Organisations to apply to Australian Government justice reinvestment programs.

DEDICATION OF PUBLIC ROAD AND REGISTRATION OF LEASE – RIVER STREET, DUBBO: Council recommended the plan of subdivision be executed to dedicate the extension of River Street 20 wide to the public as a public road.

Council will enter into a new lease with Playmates Childcare Centre Dubbo on the same terms as their current lease as outlined in the body of the report and will adopt the agreement with Playmates Cottages to allow the dedication of the Public Road and assist the construction of the dubbo Sports Hub.

CONFIDENTIAL ITEMS

TAMWORTH STREET DARLING STREET ROUNDABOUT PAVEMENT RECONSTRUCTION – PROPOSED CONTRACTOR ENGAGEMENT FOR REPLACEMENT OF EXISTING WATER MAINS WITHIN INTERSECTION: Council recommended for Council to engage Killard Infrastructure for $390,500 including GST to undertake the works under the Local Government Procurement pre-qualified tender panel LGP420. 

The existing water mains within the vicinity are approximately 100 years of age and approaching their end of useful service. Killard Infrastructure are proven leaders in the field of water main replacement works and have prior experience working in urban areas of Dubbo.

NEW DUBBO ANIMAL SHELTER – NEGOTIATION OUTCOME: It was noted Stanaway have been awarded the contract to construct the new Dubbo Regional Animal Shelter for $6,503,515.87 including GST, with all documentation remaining confidential to Council.
