Community Halls


Dubbo Regional Council wishes to advise that following the latest relaxing of COVID-19 restrictions in NSW, Council's community halls will reopen for public use on Monday 25 October 2021 in line with the Public Health Order in a Covid-19 safe way. Requirements include:

  • Only fully vaccinated guests, attendees, members and users may participate in Council community halls and venues
  • Completion and online submission of NSW Government Covid Safety Plan - select 'Community centres and halls'
  • Provide Dubbo Regional Council with a PDF copy of submitted plan
    - before form clicking 'Submit' button, click 'Print' at the top left of form and save as PDF
    - once PDF has been saved, proceed to submit to NSW Government
  • Attendees are restricted to one person per 2sqm
  • Masks remain mandatory indoors during 80% vaccination period
  • User groups and casual hire primary contact is responsible for checking proof of vaccination of all attendees
  • User group and casual hire primary contact is responsible for providing advice in advance to all potential attendees around guidelines, proof of vaccination and QR code requirements
  • All attendees must QR code check in to each Council site or venue upon arrival
  • User groups and casual hire primary contact must remain aware of, and enact, NSW Government Health Order requirements specific for Community Halls, for the duration of hall booking.


Please Note: from 8 November 2021, group attendees will be relaxed to 1 person per 2 sq meters. However all other requirements currently in place continue. 


Current Council Terms and Conditions around the use of halls apply. These are available on booking form. 

The below table lists all Council owned Community Halls across the Dubbo Regional Council area by location, including; Dubbo, Wongarbon, Mumbil, and Wellington (Please note venue hire fees apply, as per Dubbo Regional Council's 2021/2022 Fees and Charges).

To book a Community Hall in Dubbo regional Council area click on the form and complete and return to Council. You will also need to fill in the COVID-19 safe form as well, and submit this with your application form. Submission of the forms does not automatically confirm your booking. A confirmation email will be sent to you dependent on availability.

Please note, the use of Community Halls is for the purpose of Community groups, Not for Profit purposes. Private celebrations, parties or social events are not permitted.
