OUTCOMES OF THE DECEMBER ORDINARY COUNCIL MEETING
Dubbo Regional Council (DRC) met on Thursday 8 December 2022, 5:30pm in the Dubbo Council Chambers with the following outcomes:
MAYORAL MINUTE: EXPRESSION OF INTEREST THE GREENS UPDATE
Council had before it a mayoral minute regarding Expressions of Interest in The Greens. Due to the nature of the report, councillors moved it through to the Confidential Session.
During the Confidential Session they determined that based on an independent review of the EOI applications that Council enter into a sub-licence agreement with NSW Rugby Union for an annual sub licence fee of $31,460 (including GST) and all operating costs with an estimated annual value of $43,000 (including GST) for a term of one year and one year option.
They also delegated authority to the Chief Executive Officer to negotiate other terms of the licence agreement, including the amount of rent.
They determined the premises must be shared with the existing licence holder Dubbo Film Makers, who occupies a portion of the site.
BUILDING SUMMARY - NOVEMBER 2022
Councillors noted the report of the Director Development and Environment. It was highlighted the 2021 report included a police training facility and the 2022 report didn’t include some figures from the end of November, which will be caught up in the next report.
COMMITTEES
Councillors adopted the report from the Reconciliation Action Plan Working Group, the Multicultural Advisory Committee and the SPARC committee.
RENEWABLE ENERGY BENEFIT FRAMEWORK
Council endorsed the Renewable Energy framework provided to them. Council requires 1.5% of capital investment Value to be provided as community benefits. All Planning Agreements are required to be considered by council and placed on public display in accordance with the requirements of the Environmental Planning Assessment Act, 1979.
The report shows it is consistent with where the industry is going.
OPERATIONAL REVIEW OF THE DUBBO REGIONAL LOCAL ENVIRONMENTAL PLAN 2022
Councillors decided that the draft Planning Proposal for the Operational Review of the Dubbo Regional Local Environmental Plan 2022 be prepared.
ZERO EMISSIONS FLEET STRATEGY AND IMPLEMENTATION PLAN
Council adopted the Zero Emissions Fleet Strategy and Implementation Plan.
LIGHTING AUDIT OF CAMERON PARK, WELLINGTON
Council will consider an upgraded lighting system for Cameron Park as part of the draft 2023/24 Budget and Operational Plan via the capital works prioritisation process. As Maintenance is required at the park it is enacted, and a number of items have also been fixed, including a break in a cable, which will improve lighting in the park in the short term.
DRAFT WELLINGTON STREET TREE MASTERPLAN
The Wellington Street Tree masterplan will be placed on public exhibition for 28 days seeking input from the community before the finalisation of the masterplan. Residents, especially those in Wellington, are encouraged to make sure they have their say on the plan. And following the public exhibition all comments would be considered and as deemed appropriate, incorporated into the document.
DRAFT MACQUARIE RIVER MASTERPLAN (NORTH AND SOUTH PRECINCTS)
The report was noted by councillors and the Draft Macquarie River Masterplan (North and South Precincts) will be placed on public exhibition from 12 December 2022 to 17 February 2023. About 450 survey results were submitted to consultants and around 200 participants took part in the consultations.
Community members are encouraged to have their say during the exhibition period.
Please note, the North West Precinct is also on public exhibition until Friday, December 16.
MACQUARIE REGIONAL LIBRARY PERFORMANCE REPORT - JULY 2022 TO SEPTEMBER 2022
Councillors noted the Macquarie Regional Library Quarterly report.
DUBBO REGIONAL COUNCIL - ALCOHOL FREE ZONES - REINSTATEMENT FOR 2023The proposed alcohol free zones to cover public roadways, footpaths and car parks were adopted.
AUSTRALIA DAY CIVIC EVENTS FOR 2023
Council determined that trial events for community celebrations to mark Australia Day 2023 in Dubbo and Wellington will be implemented for a year, with a community consultation period taking place following the events to gauge feedback and expectations.
The events see Wellington having a trial twilight evening event on January 25, while a ceremony will be held in Dubbo on January 26.
PURCHASE OF LAND FOR RURAL FIRE SERVICE
Council will undertake a subdivision to create a new proposed lot on DP750760 and purchase the new lot on behalf of the NSW Rural Fire Service. The RFS will then maintain the lot at their costs.
QUESTIONS ON NOTICE - COUNCILLOR DAMIEN MAHON
Councillors noted questions from Councillor Damien Mahon and a response from council staff detailing information about the Smart Council Strategy and the tree canopy coverage in the Local Government Area.
TENDER FOR CONSTRUCTION OF INFRASTRUCTURE DELIVERY OFFICE BUILDING - HAWTHORN STREET DEPOT DUBBO
Council rejected all tenders provided as they all exceeded the budget amount. They determined to enter into negotiations with the two lowest cost conforming tenders, with a view to reduce the costs of the constructions to meet budget expectations, as it wasn’t considered that inviting fresh tenders would produce a favourable result.
QUOTATION FOR THE SUPPLY AND DELIVERY OF THREE DUAL CONTROL 6X4 SIDE LOADING GREEN WASTE COLLECTION TRUCKS
Council determined to approve the quote from Superior Park to supply three Volvo FE trucks, fitted with Superior Park compactor bodies for $1,392,849. Plant numbers 711,712 and 2715 will also be sent to Pickles Auction for disposal.
TENDER FOR THE TROY GULLY SEWER PUMP STATION AUGMENTATION WORKS
It was determined that council engage SNG Engineering Pty Ltd be for the contract T22-002 - Construction of Upgrade Works for Troy Gully for the tendered amount of $2,912,255.50 (incl GST).
TENDER FOR THE NETBALL COURTS RESURFACING NITA MCGRATH COMPLEX
It was determined that Dubbo Regional Council engage L-Don Sporting Areas Pty Ltd for the resurfacing of netball courts at Nita McGrath Complex for the amount of $432,184.00 including GST.
TENDER FOR THE INSTALLATION OF SPORTS LIGHTING ON THE JOHN MCGRATH FIELDS
It was determined that Dubbo Regional Council engage Haydjack Pty Ltd T/AS O’Brien Electrical Dubbo for John McGrath Sports Lights for the amount of $710,083.00 including GST.
EXPRESSION OF INTEREST - CORPORATE PARTNERSHIP PROGRAM - EVENT ATTRACTION
The EOIs for the Corporate Partnership Program close on December 16. Councillors noted the progress of the Corporate Partnership Program to date, and called for a further report to be provided to council following the closure of the EOI process.
UPDATE ON INVESTIGATIONS FOR THE CREATION OF A SPECIAL PURPOSE VEHICLE FOR RESIDENTIAL DEVELOPMENT OPERATIONS
Councillors noted the report, with all matters within the report to be kept confidential.
TENDER FOR THE CONSTRUCTION OF A 3D CONCRETE AMENITIES BUILDING - LIONS PARK
Councillors determined council reject all tenders on the basis of them exceeding the budgeted amount and asked that negotiation be entered into with the two confirming tenders with a view to reduce the cost of construction and keeping it within the constraints of the budget.
UPDATE: STRATEGIC INFORMATION COMMUNICATION TECHNOLOGY (ICT) RISK MANAGEMENT
Councillors noted the report provided to them by the Chief Information Officer.
ANNUAL PERFORMANCE REVIEW OF THE CHIEF EXECUTIVE OFFICER (CEO)
Councillors endorsed the CEO’s performance review report and commended the CEO for the leadership he has demonstrated for Dubbo Regional Council in the last 12 months. They recognised the organisational values embodied by the CEO and asked him to continue to develop the areas discussed during the performance appraisal.
