OUTCOMES OF THE NOVEMBER ORDINARY COUNCIL MEETING
Dubbo Regional Council (DRC) met on Thursday 24 November 2022, 5:30pm in the Dubbo Council Chambers with the following outcomes:
REPORT OF THE CULTURE AND COMMUNITY COMMITTEE - MEETING 10 NOVEMBER 2022
AMENDMENT: LICENCE AGREEMENT FOR 74 WINGEWARRA STREET – THE GREENS
Council resolved to call for Expressions of Interests (EOI) for a licence agreement for 74 Wingewarra Street – The Greens for a term of one year and one year option. The EOIs will be publically advertised and be open until close of business Wednesday 7 December 2022.
SEPTEMBER 2022 QUARTERLY BUDGET REVIEW STATEMENT
Council noted the report of the Chief Executive Officer. The Quarterly Budget Review Statement for the period ending 30 September 2022 shows that Councils revenue and expenditure continues to be impacted by flooding. Service reductions and closure of Council facilities has led to revenue losses that have put pressure on Council’s financial position. Council is also forecasting additional maintenance costs on our roads and open spaces and the full financial impact of this is still to be determined.
REALLOCATION OF FUNDS - HEAVY PATCHING TO REGIONAL ROADS MAINTENANCE
Council endorsed the reallocation of $1M from the Heavy Patching program to the Regional Roads maintenance budget. Severe wet weather has caused escalated deterioration of Council’s local and regional roads.
COMMUNITY SERVICES FUND 2022/2023 - COMMUNITY BENEFIT FUNDING IN ACCORDANCE WITH SECTION 356 LOCAL GOVERNMENT ACT 1993
Council have endorsed the below organisations to receive funding for their nominated projects from Council’s Community Services Fund 2022/2023 Round One. A total of $60,004.12 has been allocated.

PROPOSED ROAD CLOSURE - PART MERRILEA ROAD (WEST) - MOFFATT ESTATE
Council resolved to notify the public of the proposed road closure of part Merrilea Road (West) in accordance with Part 4 of the Roads Act 1993. The results of the public notification process are to be reported to Council for a decision regarding the proposed road closure.
REVIEW OF THE RATE PEG METHODOLOGY - DUBBO REGIONAL COUNCIL'S SUBMISSION
Council noted the submission provided to IPART. The 2023-24 base rate peg for NSW councils is at 3.7% and there is also an allowance for the level of population growth. The submission included a number of key feedback points such as “Different cost indexes should be implemented for metropolitan, regional, rural and remote councils in NSW as Councils within NSW vary significantly terms of the characteristics of the areas and the populations they serve”.
UPDATED DIRECTIONS REGARDING PROPOSED ACQUISITION OF LAND FOR FUTURE ROAD INFRASTRUCTURE
Council resolved to cease immediately all actions to acquire land relating to the current alignment of the Southern Distributor Road and that alternative solutions be investigated in line with outcomes defined in the Transportation Strategy 2020.
ACQUISITION OF LAND FOR BLUERIDGE LINK ROAD
Council adopted the alignment of the Blueridge Link Road as it was described in the body of the report. Council delegated to the Chief Executive Officer the authority to negotiate and enter into contracts for the acquisition of land for the proposed road corridor from Sheraton Road to Mitchell Highway utilising the rates contained in the body of the report. The information contained in the report will remain confidential to Council.
