OUTCOMES OF THE OCTOBER STANDING COMMITTEE MEETINGS
Dubbo Regional Council (DRC) met on Thursday 13 October 2022, 5:30pm in the Dubbo Council Chambers to discuss the following items. These items are subject to Council resolutions at the October Ordinary Council Meeting.
INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE
PROVISION OF CREDIT TO USERS FOR POTABLE WATER IN GEURIE AND DUBBO DURING BOIL WATER ALERT PERIOD: The Committee noted that no credits or rebates have been provided previously for boil water alerts by Council which is generally consistent with Regional NSW.
DISABLED CAR SPACES - WARNE STREET AND ARTHUR STREET WELLINGTON: The Committee recommend the removal of the disabled parking spaces in Warne Street adjacent the Wellington Aquatic Centre and in Arthur Street adjacent 78 Arthur Street Wellington.
2022 ALPINE CLASSIC EVENT: The Committee recommended that the Classic Rally Club of NSW be given consent to conduct the 2022 Alpine Classic Touring Road Event on Saturday 19 and Sunday 20 November 2022 in accordance with the Event and Traffic management Plans and Councils conditions of consent.
BUILDING SUMMARY – SEPTEMBER 2022: Between 1 September – 30 September 2022, DRC approved 66 Development and Complying Development Applications with an estimated value of $53,095,675.
PLANNING PROPOSAL R22-002 - CAVELLE DRIVE, DUBBO - PROPOSED AMENDMENT TO THE DUBBO REGIONAL LOCAL ENVIRONMENTAL PLAN 2022: The Committee endorsed the Planning Proposal. Subject to conditions of a Gateway Determination DRC will support a minimum 14 day public exhibition period, the results of which will be provided to Council in a future report.
CULTURE AND COMMUNITY COMMITTEE
REPORT OF THE SPARC COMMITTEE - MEETING 15 AUGUST 2022: The Committee noted the report from the SPARC Committee meeting with Councillor Matthew Wright elected Chairperson. The Committee will meet quarterly on the third Monday of the month at 6pm.
REPORT OF THE AQUATICS WORKING PARTY - MEETING 19 SEPTEMBER 2022: The Committee noted the report from the Aquatics Working Party.
REPORT OF THE RECONCILIATION ACTION PLAN WORKING GROUP - MEETING 27 SEPTEMBER 2022: The Committee noted the report from the Reconciliation Action Plan Working Group.
REPORT OF THE SOCIAL JUSTICE ADVISORY COMMITTEE - MEETING 27 SEPTEMBER 2022: The Committee noted the report from the Reconciliation Action Plan Working Group meeting with Councillor Pam Wells being elected Chairperson. The Committee will meeting monthly, on the third Tuesday at 5pm. The next meeting is to be held on 18 October 2022.
SOUTHLAKES MAINTENANCE AGREEMENT WITH MAAS GROUP PROPERTIES SOUTHLAKES PTY LTD.: The Committee recommend that the Open Space Maintenance Deed, Southlakes Development, Boundary Road Dubbo be executed under the Common Seal of the Council.
CORPORATE SERVICES COMMITTEE
REPORT OF THE WELLINGTON TOWN COMMITTEE - MEETING 6 SEPTEMBER 2022: The Committee noted the report from the Wellington Town Committee with Councillor Richard Ivey elected Chairperson. The Committee will meet quarterly at 5.30pm on the first Monday of the month, with the next meeting to be held on Monday 5 December 2022.
REPORT OF THE DUBBO REGIONAL LIVESTOCK MARKETS ADVISORY COMMITTEE - MEETING 13 SEPTEMBER 2022: The Committee noted the report of the Dubbo Regional Livestock Markets Advisory Committee with Councillor Vicki Etheridge elected Chairperson. The Committee will meet quarterly on a Tuesday at 4.00pm.
REPORT OF THE FINANCIAL PERFORMANCE COMMITTEE -
MEETING 20 SEPTEMBER 2022: The Committee noted the report from the Financial Performance Committee.
UPDATE ON SERVICE REVIEW PROGRAM AND BUSINESS IMPROVEMENT INITIATIVES: The Committee noted the report and presentation of the Director Strategy, Partnerships and Engagement.
DRAFT COUNCIL POLICY - COUNCILLOR AND STAFF INTERACTION: The Committee recommended that the revised Draft Council Policy – Councillor and Staff Interaction be placed on public exhibition for 28 days, the results of which will be provided to Council in a future report.
