Recommendations made by the Planning and Development Committee - November
Dubbo City Council’s Planning and Development Committee considered the following items at last night’s (16 November) meeting and made recommendations to Council.
Draft CDB Precincts Plan:
The CBD Precincts Plan will provide the strategic direction for Dubbo’s Central Business District and is the result of the Ignite our Centre community consultation campaign.
Four implementation categories have been included: Placemaking, Cutting Red Tape, Infrastructure Development and Making Development Easier.
It aims to deliver projects which enliven Dubbo’s CBD as well as encourage more start-up businesses in the CBD, consider options for new facilities and examine options for encouraging new major tenants.
The draft CBD Precincts Plan was recommended to be adopted for public exhibition.
Section 94 Contributions Plan – Roads Traffic Management and Car Parking:
An amended draft Section 94 Contributions Plan for Roads, Traffic Management and Car Parking which would exempt all “change of use” development applications valued at $100,000 or less from making contributions has been recommended to Council.
Councillor Parker said an example of change of use might include altering a Place of Public Worship to a Shop.
“The intent of this recommendation is to provide incentive for development across the City,” Councillor Parker said. “However, to maintain the integrity of the Section 94 Contributions Plan and to ensure adequate funding is available for associated infrastructure Council will need to subsidise the amounts not collected.”
The amended draft Section 94 Contributions Plan was recommended to be placed on public exhibition for community feedback.
Development Application – Proposed Service Station, Victoria Street, Dubbo:
A proposed Service Station at Victoria Street West Dubbo has been recommended for refusal due to safety concerns and unsatisfactory vehicle access to the site.
“Given the proximity of the site to the LH Ford Bridge and the Whylandra Street intersection the proposed development has not satisfactorily shown that the site can be safely accessed without affecting the flow of highway traffic” Councillor Parker said.
“As a result the application has been recommended for refusal.”
Development Application: Modification of Water Supply and Urban Roads Contributions
The Planning and Development Committee has recommended the following amendments to developer contributions required for Development Application D2014-542 (2) Child Care Centre at Wellington Road Dubbo.
• Section 64 Water Supply Contributions be reduced to $42,938.12 from $46,769.86
• Section 94 Roads Traffic Management and Car Parking contributions be reduced to $123,736.80 from $167,907.09
Development Application: Modification - Sewerage Contributions and Urban Roads Contributions
The Planning and Development Committee has recommended the following in relation to a modification request for Development Application D2012-355 (3) Function Centre and Tourist Accommodation at 14L Camp Road Dubbo.
• That Council not accede to the request to delete condition 2 relating to Section 64 contributions for sewer headworks
• That Council accede to the request to delete condition 4 relating to Section 94 Roads Traffic Management and Car Parking contributions as it has been a long term strategy of Council to develop Camp Road as a tourist precinct
