Recommendations made by the Works and Services Committee - February 2016

Dubbo City Council’s Works and Services Committee considered the following items at last night’s (15 February) meeting and made recommendations to Council for its meeting to be held next Monday. The meeting was chaired by Councillor Kevin Parker.

Proposed container deposit scheme for NSW:
The Works and Services Committee has recommended that Council make a formal submission to the NSW Government to support the application of a Container Deposit Scheme (CDS) with a cash return in-line with existing CDS in South Australia.

A discussion paper was released by the NSW Minister for the Environment, the Hon Mark Speakman MP in December 2015.

“This formal submission would seek the installation of infrastructure for a CDS for plastic, aluminium, steel and glass containers and would cover containers from 150 millitres to 2 litres in an effort to ensure the maximum reduction of litter entering the Macquarie River and the surrounding environment,” Clr Parker said.

“The submission should support the establishment of a nationally consistent CDS framework and prioritise Dubbo as a location for trials and/or the early stages of the rollout of a CDS in NSW

IPART Review of Reporting and Compliance Burdens on Local Government
The Works and Services Committee has recommended Council endorse concerns raised by the Lower Macquarie Water Utilities Alliance (the Alliance) on the IPART draft Review of Reporting and Compliance Burdens on Local Government relating to Local Water Utilities such as Dubbo City Council.

In broad terms the Alliance disagrees with the majority of recommendations that may impact Council’s Water and Sewer functions with wholesale changes to the regulatory environment.

Councillor Parker said the IPART review has made generalised recommendations that will not benefit Local Water Utilities and customers.

The Alliance has also criticised the short time frames for comment on the draft report with submissions due to IPART by 19 February 2016.
