Dubbo Regional Council is inviting the community to provide feedback on the draft Long Term Financial Plan, Workforce Management Plan, 2022-2025 Delivery Program and 2022/2023 Operational Plan, and Macquarie Regional Library 2022/2023 Operational Plan.

These draft documents will guide Council’s activities over the next 12 months, and demonstrate how Council will achieve the objectives of the Towards 2040 Community Strategic Plan. They translate the community’s strategic goals into individual actions and projects, and are a statement of commitment from the newly elected Council.

These draft documents provide a roadmap for Council’s services for the 2022-23 financial year and include an overview of our:

  • essential services
  • planned actions and projects
  • financial position
  • statement of revenue
  • fees and charges.

Everyone in the community is part of the region’s future, and everyone needs to work together to ensure things that matter are delivered.

Submissions on the draft documents close Monday 30 May 2022.

What ARE THESE DOCUMENTS?

The Community Strategic Plan identifies the main priorities and aspirations for the future of the Local Government Area. It is the highest level strategy that guides and influences the direction of Council, the community and other levels of Government over the coming years. It provides a blueprint for achieving the community’s vision for the future, while being flexible and fit-for-purpose over the term of its life.

The Resourcing Strategy identifies, in general terms, how Council will allocate resources to deliver the objectives of the Community Strategic Plan it is responsible for. It incorporates the Long Term Financial Management Plan, Workforce Management Strategy and Asset Manage Strategy.

The Delivery Program identifies the principal activities Council will undertake over the four year Councillor term to implement the strategies and objectives established by the Community Strategic Plan. It addresses the full range of Council’s operations, and is the key “go to” document for Councillors as it is a statement of commitment to the community.

The Operational Plan is updated annually and identifies the activities and projects Council will undertake during the financial year to address the principal activities in the Delivery Program. The Operational Plan includes an annual budget and revenue policy showing how Council will finance the activities and projects. The Operational Plan is where the rubber hits the road on Council’s actions over the next Financial Year.


WE JUST PROVIDED FEEDBACK ON THE COMMUNITY STRATEGIC PLAN, WHY SHOULD I PROVIDE MORE FEEDBACK?

The draft documents will guide Council’s activities over the next 12 months, and demonstrate how Council will achieve the objectives and visions of the Towards 2040 Community Strategic Plan.

It is important for the community to have their say on the proposed actions and projects, fees and charges, the budget and financial direction of Council.

 

WHY IS COUNCIL DISPLAYING TWO FINANCIAL MODELLING SCENARIOS?

Given the uncertain economic climate in 2020, Council took a conservative approach and used a rate peg of 2.3% in the adopted 2021-22 Long Term Financial Plan.

In late 2021, IPART announced a rate peg for the 2022-23 financial year of 0.7%. A rate peg that is lower than 2.5% will reduce the level of funding available for the maintenance of essential assets and the provision of community services. The NSW Government and IPART have since agreed to allow NSW councils to apply for a one-off special variation for the 2022-23 financial year only.

The risk of not considering applying for the special variation includes missing the opportunity to invest in infrastructure and keep funding from rate revenue at the level determined in the adopted 2021-22 Long Term Financial Plan.

All submissions provided to Council both during the public consultation process for the Towards 2040 Community Strategic Plan and the public consultation process for the draft Delivery Program and Operational Plan, draft Council 2022/2023 Budget and the draft Resourcing Strategy will be addressed and considered by Council at its June Ordinary Council meeting.
