COVID-19 waste disposal conditions
Public Health Order
On Wednesday 8 September 2021, the EPA confirmed that waste disposal is now a permitted reason to leave home. As such, Dubbo Regional Council waste facilities at Whylandra and Wellington will now move to a bookings model, to allow housholders back into Council's waste facilities. By having a booking system in place, Council can keep track of how many people are on site at any one time, and ensure that they can be kept separated. This is to ensure maximum public health and safety not only for the public, but for our essential workers.
To comply with the Public Health Order and continue to ensure the safety of our staff, disposals will be managed via a booking system at the facilities. Please note, you will only be able to book for either Whylandra or Wellington Waste Facility. Rural transfer stations are not included in this system, and are only open for rural waste customers at this time. This is to allow for adequate staffing at the main facilities during the pandemic, when we are operating with reduced staff numbers.
Rural Waste Customers
Rural waste customers will still be able to access Whylandra
Waste Facility, Wellington Waste Facility and the Rural Transfer
Stations. This is only for rural waste customers who do not have a kerbside collection service. At
the rural transfer stations Council will use rural waste charge records
and a licence check to determine the eligibility of residents to enter
the facility. Anyone with a kerbside bin collection service will be turned away from the Rural Transfer Station, but they can make a booking at either Whylandra Waste & Recycling Centre or Wellington Waste Facility.
Please note, Council is not accepting cash, and prefer Eftpos, to ensure your experience with us is as safe as possible.
To make a booking at either the Dubbo or Wellington Facilities, you will either need to phone Council's Customer Experience branch on (02) 6801 4000, or you can make a booking using our online booking system by clicking the button below:
To ensure the smooth operation of Council's waste facilities, please arrive at least five minutes prior to your scheduled time to reduce queuing at the facility. This is to ensure there is enough time to dispose of your rubbish.

- Tuesday/Wednesday: 8:20am - 11:40am
- Saturday - Sunday: 10:20am - 12pm & 1:20pm - 3:40pm

How do I make a booking?
You can make a booking using Council's online booking system, or by calling Customer Experience on (02) 6801 4000.
How will the booking system work at the Council waste facilities?
There are two bookings within a 20 minute time slot for both general waste and green waste that will be available. This is to reduce the number of customers at a disposal location on site at any one time. Once you arrive at the facility, you will be asked to promptly unload your waste and then leave. Staff will not be able to assist with your disposal and we ask that your respect their safety and do not approach them unless necessary.
What happens if I miss my allocated booking time?
Unfortunately, to ensure we do not have heavy traffic at the facilities, anyone who is late for their booking may turned away. We ask that you are at the facility at least five minutes early to ensure you are not late. If you are early, we ask that you remain in your vehicle while any other customers are unloading. Please remember that our staff are following procedures to ensure both the safety of staff and customers on site.
How do I make a booking if I have multiple types of waste to dispose of?
Please make a booking for your predominant waste. You'll still be able to dispose of other waste while at the facility.
