OUTCOMES FROM THE SEPTEMBER 2025 ORDINARY COUNCIL MEETING

Council met at 5.30pm on Tuesday 23 September 2025 in Dubbo for the September Ordinary Council meeting. During the meeting the following outcomes were made:

  • Report of the Audit, Risk and Improvement Committee – Meeting 15 September 2025.

Notices of Motion:

FEES AND CHARGES – TIPS AND TRANSFER STATIONS: The CEO will provide a report to Council that outlines how pricing was established for the disposal of waste.

The CEO will also negotiate with the EPA/relevant agencies for the provision of free licenced waste cells at Whylandra Waste Facility for asbestos disposal in order to eliminate illegal dumping of this waste type.

ESTABLISHMENT OF A DUBBO REGIONAL LIVESTOCK MARKETS COMMITTEE: The Director Organisational Performance will prepare a report for presentation at the October 2025 Ordinary Council meeting, detailing the proposed establishment of a Dubbo Regional Livestock Markets (DRLM) Committee.

DRTCC CLOSURE PERIOD CHRISTMAS NEW YEAR 2025/2026: Councillors resolved to amend the 2025 annual closure period of the Dubbo Regional Theatre and Convention Centre (DRTCC) to commence from Monday 22 December 2025 and conclude on Sunday 4 January 2026 (both dates inclusive), in line with Council’s resolution of 25 February 2025.

FORESTVALE ROAD CREEK CROSSING: Council will arrange for appropriate approvals to be obtained for works to clear the buildup of material in Spicers Creek near the Forestvale Road creek crossing, so as to lower the water level below the floor of the causeway when environmental conditions allow.

Reports from staff:

NAMING OF THE NEW DUBBO BRIDGE: Councillors noted the New Dubbo Bridge Naming Community Consultation Summary Report and resolved to submit the recommended name, the James Samuels Bridge, to Transport for NSW for approval.

STATE SIGNIFICANT DEVELOPMENT 90792956 – BOREE SOLAR FARM – COUNCIL’S RESPONSE TO THE SECRETARY’S ENVIRONMENTAL ASSESSMENT REQUIREMENTS: Council will submit the organisation’s response to the Secretary’s Environmental Assessment Requirements for the Boree Solar Farm, as well as public submissions from the Stop the Boree Solar Farm Community Group to the NSW Government’s Department of Planning, Housing and Infrastructure.

The proponent will also be required to provide a detailed decommissioning and land rehabilitation plan.

DUBBO REGIONAL SPORTS COUNCIL – PLAYING FIELD IMPROVEMENT FUND 2025/2026: Councillors resolved to award Dubbo District Cricket Association the sum of $20,000 (GST exclusive) from the Sports Council Playing Field Improvement Fund towards the cost of refurbishment of the Lady Cutler West cricket nets project.

DRAFT NEW DUBBO CEMETERY AND WELLINGTON CEMETERY MASTER PLANS: Councillors endorsed the New Dubbo Cemetery master plan and the Wellington Cemetery master plan for public exhibition for a minimum period of 28 days. A report will be provided back to Council following the public exhibition period.

DISCLOSURE OF INTEREST RETURNS: Councillors noted the information contained within the report. The lodged Disclosure of Interest Returns for Councillors and Designated Persons will be placed on Council’s website by 30 November 2025.

OUTSTANDING ACTIONS FROM COUNCIL AND COMMITTEES: Councillors noted outstanding resolutions from previous meetings.

APPOINTMENTS TO THE AUDIT, RISK AND IMPROVEMENT COMMITTEE: Councillors resolved that six applicants will be interviewed for the Independent Representatives on the Audit, Risk and Improvement Committee (ARIC).

The interview panel will be comprised of Mayor Black, Clr Chowdhury, Clr Ivey, Clr Toynton, and the CEO. 

The interview panel, after the interview process, will make a recommendation to the October Council Meeting for the appointment of the Chairperson and the Independent Representatives on the ARIC.

Fees payable to the Chairperson will be $2,000 per meeting, with Independent Members receiving $1,500 per meeting.

FUNDING OPTIONS – WIRADJURI TOURISM CENTRE: Councillors resolved to proceed with option one which reflects a budget increase and allows the project to move to the full design and tender.

When reporting back to the elected body on the results of the tender process, Council staff will put forward funding strategy alternatives that will include the consideration of selling financially underperforming assets to help fund the project.

PROPOSAL LAND ACQUISITION – LOT 11 785559, MACQUARIE STREET, DUBBO: Council will purchase Lot 11 DP 785559 and classify the lot as ‘Operational’ land.

Councillors authorised the CEO to negotiate the purchase of the lot up to 20 per cent less than the staff recommendation.
