Councillors met at 5.30pm on 9 September 2025 for the Dubbo Regional Council (DRC) Standing Committee meetings. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 23 September for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.
Infrastructure, Planning and Environment Committee
DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report showing development activity and including a statistical overview of the number and type of DAs for the local government area in the past month. The report showed the total number of dwellings approved in July was 20, with 11 single dwellings and nine other dwellings. DAs, Construction Certificates and Complying Development Certificates are able to be tracked online through Council’s Application Tracker.
PLANNING PROPOSAL R25-001 – IRONBARK ESTATE: Councillors recommended that the Planning Proposal to amend the Dubbo Regional Local Environment Plan 2022 at Lot 101 DP128030, by changing the zoning and minimum lot size area and to introduce dwelling density controls, be endorsed.
The Planning Proposal would be submitted to the NSW Department of Planning, Housing and Infrastructure for a Gateway Determination.
It was recommended that following the completion of the public exhibition period, a further report be presented to Council for consideration.
RESULTS OF PUBLIC EXHIBITION – FOREST GLEN SOLAR FARM – COMMUNITY HOUSING FUND GUIDELINES: Councillors recommended that the Forest Glen Solar Farm Community Housing Fund Guidelines be adopted.
NAMING OF THE NEW DUBBO BRIDGE: Councillors moved to have this item discussed and resolved at the September Ordinary Council Meeting on 23 September 2025.
PEDESTRIAN ACCESS AND MOBILITY PLAN (PAMP) – PUBLIC EXHIBITION: Councillors recommended that the draft Pedestrian Access and Mobility Plan be placed on public exhibition for a period of 28 days.

RE-PUBLICATION OF THE TOWARDS 2040 COMMUNITY STRATEGIC PLAN: Councillors recommended that the revised publication of the Towards 2040 Community Strategic Plan be adopted.
DRAFT COUNCIL POLICY – TECHNOLOGY PROVISIONS FOR COUNCILLORS: Councillors recommended that their own personal devices be permitted under the Technology Provisions for Councillors Policy and the policy wording be updated accordingly.
It was also recommended that the Technology Provisions for Councillors Policy replaces the former policies of Access to Councillor Email Messages and Provision, Operation and Management of Corporate devices for Councillors.
OUTCOME OF PUBLIC EXHIBITION OF ASSET MANAGEMENT POLICY: Councillors recommended that the draft Asset Management Policy be adopted.
CONFIDENTIAL - PROJECT MANAGEMENT TENDER - DUBBO AIRPORT RUNWAY ASPHALT WORKS: Council awarded the contract for the Supply of Project Management and Supervision Services for the Dubbo Regional Airport Runway Sustainability Project to RP Infrastructure for the price of $763,275.00 (incl. GST).
