Council Meeting Outcomes - 10 December 2018

Dubbo Regional Council held its Ordinary Council meeting on Monday 10 December 2018 in Dubbo.

The meeting, chaired by Mayor of the Dubbo Region, Councillor Ben Shields made resolutions in respect of the following matters:

Notice of Motion: Wellington Masterplan

Following a notice of motion from Councillor Mohr, Council requested the CEO develop a Masterplan for Wellington following appropriate community consultation. The masterplan will incorporate town entrances, main routes through town, shop fronts and streetscape of the central business district.

Draft Kintyre Heights Estate development control plan

Council has adopted the draft Kintyre Heights Estate Development Control plan for the purpose of public exhibition. 

Planning proposal – rezoning SP3 Tourist to B6 Enterprise Corridor

Council endorsed the planning proposal to amend the Dubbo Local Environment Plan 2011 to rezone Lot 442 DP 708021, 74 Windsor Parade Dubbo from SP3 Tourist to B6 Enterprise Corridor.

Draft Dubbo Aquatic Centre Masterplan – Results from community and stakeholder consultation

Council noted the report by Western Research Institute following the community consultation activity for Dubbo Aquatic Centre Masterplan.

The Mayor, CEO and other interested Councillors and staff will undertake inspections of Regional and intercity Aquatic Centres to ensure that the Dubbo Masterplan options are the best for the community. Following inspections a Councillor workshop will be held to present findings.

Dubbo Open Space Master Plan 2018

Council noted a report of the Manager of Recreation and Open Space dated 30 October 2018. Council resolved to place the Dubbo Open Space Master Plan on public exhibition for a minimum of 28 days commencing late January 2019. A report is to be presented to Council following the public exhibition period.

Wellington Memorial Pool Redevelopment – Removal of Claret Ash

Council deferred a decision until the February 2019 Council meeting on the future of the large Claret Ash at the Wellington Memorial Pool. Council requested more evidence in order to make an informed decision.

Funding for Public Libraries

Council noted the announcement by the NSW Government of their intention to provide a 60m funding package for NSW public libraries for the quadrennial period 2019/20 to 2022/2023. Council endorsed and demonstrated support of the NSW Public Libraries Association and Local government NSW library funding advocacy initiative, Renew Our Libraries.

Future use of the Old Wellington Police Station and Gaol

Council resolved to call an Expression of Interest of interested parties to submit detailed proposals on potential uses of the site. Council agreed to grant a three year lease of the site to a successful applicant. Council formally confirms its request to the Office of Local Government for an extension to the grant funding completion deadline from 31 December 2018 to December 2019.

Bodangora Community Benefit Fund Round 3

Council resolved to provide the following projects be allocated funding from the Bodangora Wind Farm Community Benefit Fund Round 3:

· St Mary’s Catholic School, Wellington $1,500

· Bodangora Reserve Trust $1,000

· Wellington Connect Incorporated t/as Wellington Men’s Shed $2,500

· Wellington Girl Guides $5,000

· Wellington Cowboys Junior Rugby League $2,500

· Provision of Aged Persons Accommodation $2,500

· Wellington District Cricket Association $2,500

· Wellington Golf Club $2,170

· Wellington PCYC $2,830

· Parkrun Incorporated trading as parkrun Australia $2,500

Event attraction support and delivery program

Council adopted the Event Incentive Program guidelines and application form. Council requested the CEO provide recommendations for funding requests over $20,000 for consideration by Council.

Dedication as Public Road - King Street Montefiores

Council resolved to dedicate the subject area of land being north south alignment of King Street Montefiores as a public road.

2019 Wellington Vintage Fair street parade

Council granted approval to the Rotary Club of Wellington Vintage Fair Committee to undertake the 2019 Wellington Vintage Fair Street Parade on Saturday 2 March 2019 and to implement temporary road closures.
