Dubbo Regional Council held meetings of the Planning, Development and Environment Committee, and the Infrastructure, Community and Recreation Committee on Tuesday 11 June 2019.
The meetings were chaired by Councillor Lawrence.
Dubbo Regional Council held the meeting of Economic Development, Business and Corporate Committee chaired by Councillor Mohr.
PLANNING DEVELOPMENT AND ENVIRONMENT COMMITTEE
The Committee considered and noted the Building Summary for May 2019.
During May 2019 Dubbo Regional Council approved 60 development applications with a total a value of $17,160,746.
The public are also reminded that development applications, construction certificates and complying development certificates are tracked online and can be accessed at any time via Council’s Application Tracker: https://planning.dubbo.nsw.gov.au/
Draft Developer Contributions Plan – South East Stormwater Drainage Headworks Contributors
Council adopted the Developer Contributions Plan – South-East Stormwater Drainage Headworks Contributions for the purpose of public exhibition for a period of no less than 28 days, in accordance with the provisions of the Environmental Planning and Assessment Regulation, 2000.
The draft amended Stormwater Contributions Plan (noting the proposed removal of Catchment 3.1 Keswick Catchment) will also be placed on public display.
Following completion of the public exhibition period, a further report will be provided to Council for consideration including any submissions received.
INFRASTRUCTURE, COMMUNITY AND RECREATION COMMITTEE
Proposed School Bus Zone- Skill Set Senior College and Central West Leadership Academy Bultje Street Dubbo
This matter was deferred to the Ordinary Meeting of Council to be held on 24 June 2019.
Change to On-street Parking - Church Street Dubbo
Council resolved to adopt the proposed changes to parking in Church Street Dubbo, as detailed in the report to facilitate the construction of an accessible amenities block in the CBD.
Dubbo Regional Sports Council Playing Field Improvement Fund - Dubbo and District Football Association and Dubbo Touch Association
The Committee noted the report from the Recreation Coordinator dated 17 May 2019.
Council approved the application for $9,484 from District Football Association from Dubbo Regional Sports Council Playing Field Improvement Fund. The Association are to be formally notified of the outcome of their application.
Council also approved an application for $20,000 from the Dubbo Touch Association from Dubbo Regional Sports Council Playing Field Improvement Fund. The Association are to be formally notified of the outcome of their application.
Council support the recommendation that the Sporting Asset Coordinator work with the Dubbo and District Football Association and the Dubbo Touch Association in regard to project completion.
Feasibility Study for a Music Bowl and Associated Structures within Sir Roden Cutler Park
Within Dubbo Regional Council’s Community Strategic Plan and its Delivery and Operation Plan it is identified that a feasibility study for the development of a music bowl at Sir Roden Cutler Park was required to be undertaken. To provide an independent assessment of the development of a music bowl at the Sir Roden Cutler Park site Council engaged the services of the Western Research Institute (WRI).
Council noted the report from the Horticulture and Landcare Asset Coordinator dated 31 May 2019 which included the recommendations from WRI feasibility study.
Council determined to formally advise the Sir Roden Cutler Entertainment and Events Development Committee of the findings of the report, that no further consideration will be given to the construction of a Music Bowl at Sir Roden Cutler Park.
Council resolved to investigate and consider alternative locations within close proximity of the Central Business District for a music bowl precinct to attract large music and cultural events.
ECONOMIC DEVELOPMENT, BUSINESS AND CORPORATE COMMITTEE
Financial Assistance for Binjang Community Radio Relocation
Council determined to offer to Binjang Community Radio, up to $15,000 to assist with relocation expenses in vacating the existing premises by 30 September 2019 following the provision of receipts in relation to direct expenses required to relocate.
Quarterly Report on Documents Executed Under the Power of Attorney
Council noted the report from the Executive Manager Governance and Internal Control dated 28 May.
The report includes the list of the documents signed under the Power of Attorney.

Draft Petitions Policy
Council is receiving an increasing number of petitions in various formats on a number of subjects. It is recommended that Council adopt a petitions policy to ensure the consistent approach to the receiving and consideration of petitions ranging over all of Council’s responsibilities.
Council adopted the Draft Petitions Policy as attached to the report of the Executive Manager Governance and Internal Control dated 9 May 2019.
