MARCH ORDINARY COUNCIL MEETING OUTCOMES

MAYORAL MINUTE: EXTENDED SEASON FOR DALC – Council noted a Mayoral Minute regarding the request to extend the swim season. Councillors determined that due to financial and operational requirements associated with the impact of COVID-19 they are unable to extend the swim season.

MAYORAL MINUTE: EXPRESSIONS OF INTEREST FOR DUBBO CITY REGIONAL AIRPORT COMMERCIAL ACCOMMODATION PROVISION – Councillors noted a Mayoral Minute, requesting an expression of interest process for an accommodation provider for the Dubbo City Regional Airport by June 2021. Council requested staff monitor any potential grant opportunities that may be suitable to align with private investment and support infrastructure within the commercial precinct.

MAYORAL MINUTE: DUBBO INCLUSION IN SUBSIDISED AIRLINE FLIGHTS – Councillors supported the Mayoral Minute to make an urgent appeal to the local Federal Members of Parliament to include Dubbo City Regional Airport on the list of subsidised routes as part of the Australian Government’s plan to subsidise airfares boosting the aviation and tourism industry in the wake of the COVID-19 pandemic. Council supported the motion to escalate this appeal to Michael McCormack, Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development; and Dan Tehan MP, Minister for Trade, Tourism and Investment.

MAYORAL MINUTE: LOCAL NEWS SERVICE FOR WESTERN NSW – Council endorsed a Mayoral Minute in response to Nine News axing its local news bulletin. The local bulletin will be lost as a result of WIN Television taking over the Nine Network affiliation for Regional NSW. The Mayor has asked staff to write to the owners of WIN Television to request the local news service for Western NSW be re-instated.

NOTICE OF MOTION: APEX OVAL PARKING – Council noted a notice of motion from Councillor Gumley regarding parking at Dubbo’s Apex Oval. Council supports the request to have the CEO prepare conceptual plans for the construction of sealed car parking around Kakoda Place on Council land and Wingewarra Street entrance to Apex Oval. Following the development of conceptual plans, grant funding opportunities are to be actively sought.

NOTICE OF RESCISSION: FOCUSING ON THE BEAUTIFICATION OF THE MACQUARIE RIVER CORRIDOR OF THE DUBBO CENTRAL BUSINESS DISTRICT – Council agreed to rescind the resolution of Council at its Ordinary Meeting held on 25 June 2018, Clause CCL18/91. Council requests Director of Liveability provide a report regarding the revised River Corridor Masterplan for Dubbo and incorporate environmental related activities, sporting and leisure related activities.

REPORT: DRAFT PLANNING AGREEMENT UUNGULA WIND FARM - Councillors noted the report from the Manager Growth Planning, dated 15 March 2021. Council agreed to enter into a planning agreement with Uungula Wind Farm Pty Ltd in accordance with the agreement included in the report.

REPORT: PLANNING PROPOSAL KESWICK RSL – Councillors noted the report from Manager Growth Planning dated 8 March 2021. Council supports the application to the NSW Department of Planning, Industry & Environment for a Gateway Determination, to identify registered clubs and outdoor recreation facilities as additional permitted uses on part Lot 500 DP 1260295 Boundary Road, Dubbo.
