APRIL ORDINARY COUNCIL MEETING OUTCOMES
Dubbo Regional Council (DRC) held an Ordinary Council meeting at 5:30pm Monday 26 April, 2021 with the below outcomes:
MAYORAL MINUTE: PAYMENT OF EXPENSES AND PROVISION OF FACILITIES FOR THE MAYOR AND COUNCILLORS - Council determined that if a Councillor or the Mayor is granted a leave of absence of more than one month they are to return any car, phone or iPad provided by Council until the expiration of their leave of absence.
MAYORAL MINUTE: CORONIAL INQUIRY INTO THE DEATH OF MARK FINLAYSON - Council supported the Mayoral Minute for a public coronial inquiry into the death of Mark Finlayson and authorised the Acting Mayor to correspond with the relevant authorities to express that support formally. Council requested a report from the CEO to the 4 May 2021 Ordinary Meeting of Council on Thea Finlayson’s request for documents.
MAYORAL MINUTE: CONFIDENTIAL MATTER - Council noted a verbal report by the CEO in the Committee of the Whole.
DRAFT 2021/2022 DELIVERY PROGRAM AND OPERATIONAL PLAN: Councillors noted a report from the CEO, dated 13 April 2021. Council adopted the draft 2021/2022 Delivery Program and Operational Plan and draft Long Term Financial Plan for the purpose of public exhibition for a period of 28 days, from Friday 30 April 2021.
DRAFT 2021 / 2022 BUDGET AND FEES/CHARGES: Councillors noted the report from the CEO, dated 7 April 2021 and various reports from Directors. Council adopted the 2021/2022 draft Budget (including Fees and Charges) and Forward Budgets for 2022/2023, 2023/2024 and 2024/2025, along with the draft Macquarie Regional Library Budget for the purpose of public exhibition for a period of 28 days, from Friday 30 April 2021.
Council agreed the interest rate on overdue rates and charges be the maximum, as advised by the Minister for Local Government for the 2021/2022 year. Council endorsed the annual pensioner rebates on both water and sewerage charges be maintained at $100.00 each for the 2021/2022 financial year.
Council also agreed that the annual pensioner rebate on the Domestic Waste Management Service Charge – Three Bin Service be maintained at $52.00 for the 2021/2022 financial year. Council determined not to utilise the provisions under the draft Local Government Amendment Bill 2021 to achieve rates harmonisation gradually.
DRAFT PLANNING AGREEMENT – RAAF BASE RESULTS OF PUBLIC EXHIBITION: Councillors noted a report from the Growth Planner, dated 26 March 2021. Council agreed to enter into a Planning Agreement with Andorra Developments Pty Ltd, in accordance with the agreement that can be found online www.dubbo.nsw.gov.au.
The terms of the draft Planning Agreement are as follows:
Total credit of $2,360,200 to the Developer for the provision of stormwater infrastructure, including $1,660,200 for stormwater basins and $700,000 in-kind contributions.
Total credit of $2,202,000 to the Developer for development in respect to proposed Lot 10, including $18,000 for landscaping, $300,000 for the future maintenance, $800,000 for works in respect to supervised public visitation inside the former communications bunker, and $1,084,000 for the dedication of the land to Council.
Total credit of $611,000 to the Developer for the construction of a signalised intersection on Cobra Street, which is approximately 30% of the overall value of the works.
Payment to Council in accordance with 7.11 of the Environmental Planning and Assessment Act 1979 after the credits have been exhausted.
This Planning agreement relates to the whole of the former RAAF stores depot site and in no way endorses or disapproves the development application for a Bunnings Warehouse that is currently being considered by DRC.
DUBBO REGIONAL COUNCIL REPRESENTATIVES ON THE WESTERN REGIONAL PLANNING PANEL: Council endorsed Mr Lindsay Mathieson and Ms Josie Howard to be the two nominations to represent Dubbo Regional Council on the Western Regional Planning Panel, for a period not to exceed three years.
DESIGN SERVICES FOR BULK WATER INFRASTRUCTURE – EXTENSION OF CONSULTANCY AGREEMENT FOR ONE YEAR: Council noted the report from the Manager of Major Projects dated 13 April 2021, to extend the contract with Premise Australia for another 12 months to provide consultancy services in relation to the design of water security projects for Dubbo Regional Council.
EVENT ASSISTANCE PROGRAM 2020/2021 EVENT FUNDING: Council noted a report from the Director of Culture and Economy, dated 31 March 2021 with a recommendation for funding allocations under Round 2 of Council’s 2020/2021 Event Funding Program. Successful recipients below:
Emerging Event Fund:
- Ladies 54 Hole Stableford Championships (Dubbo Golf Club): $1,500
- Stuart Town Music Festival (Stuart Town Action Group): $500
Community Event Fund:
- Wellington Show (Wellington Show Society): $3,000
- Dubbo Eisteddfod (City of Dubbo Eisteddfod Inc): $3,000
- Multicultural Festival (Oriscon): $1,500
- Titan Macquarie Mud Run (Titan Macquarie Mud Run): $1,500
- Man from Ironbark Festival (Stuart Town Advancement Assoc): $500
- Multicultural Dinner (Orana Support Service): $500
DUBBO REGIONAL COUNCIL REPRESENTATION ON THE TARONGA CONSERVATION SOCIETY BOARD: Council endorsed two staff nominations, CEO, Dean Frost and Director of Culture and Economy, Natasha Comber, to represent Dubbo Regional Council on the Taronga Conservation Society Australia Board.
