State of Our Region Reports
Formally known as the End of Term Report, the State of Our Region Report reports to the community on the effectiveness of the implementation of the Community Strategic Plan which resides within Council's Integrated Planning and Reporting framework. The Report is presented to the second meeting of a newly elected Council for notation, providing information that sets the scene for the new Council.

Community Engagement and Insights Report
Council measures community sentiment through a biennial survey. This survey helps to understand community priorities, explore experiences with Council facilities and services, and gauge overall satisfaction in the areas that are important to them.
The 2024 Community Insights Survey was conducted via a statistically valid phone survey and an opt-in online survey in June 2024 by an independent company Micromex Research.
Results will inform decision making within Council across areas of:
- Strategy and Policy development
- Informing the newly elected Council in developing the Delivery Program for a four year term
- Identifying priority areas of need
- Understanding community perception

Business Papers and Minutes
Before each Council or Committee meeting, a business paper is prepared detailing the items that are to be presented to the meeting. Following a Council or Committee meeting, a minutes document is prepared outlining the decisions made.

Planning Agreements and Infrastructure Contributions
PLANNING AGREEMENT
A Planning Agreement is an agreement entered into by Council and a developer where the developer agrees to fund public amenities or infrastructure, dedicate land at no cost to Council, provide monetary contributions or any other material public benefit, for a public purpose.
Planning agreements are entered into in relation to a development application or an amendment to the Local Environmental Plan. Planning agreements cannot be entered into unless public notice has been given and the community has been given opportunity to comment on any proposed agreement.

INFRASTRUCTURE CONTRIBUTIONS
Council is required to keep a contributions register in accordance with the Environmental Planning and Assessment Regulation 2021.
The register currently contains 1 year of information for the 2023-24 financial year.

Received and Awarded Tenders
Council regularly enters into competitive arrangements for the purchase of works, goods and services needed to provide 'best value' procurement outcomes to ratepayers and others in the community.

Environmental Monitoring
WATER
Dubbo Regional Council's Water Treatment Plants are licenced by the NSW Environment Protection Authority. Backwash water discharged to the Macquarie River must be monitored in accordance with the terms of the licences.

Dubbo Regional Council's Sewage Treatment Plants are licenced by the NSW Environment Protection Authority. Effluent leaving the Sewage Treatment Plants are monitored in accordance with the terms of the licence. Licencees are required to publish pollution monitoring data that has been collected as a result of a licence condition, in accordance with section 66(6) of the POEO Act and written requirements issued by the EPA.

WASTE
Whylandra Waste and Recycling Centre is required to be monitored in accordance with their licence conditions and reported to the EPA in an Annual Return.

Wellington Waste Transfer Station is required to be monitored in accordance with their licence conditions and reported to the EPA in an Annual Return.
