Dubbo Regional Council has a long-standing commitment to ensuring safety for all people who live in, work in and visit the Dubbo Local Government Area (LGA). Council’s Crime Prevention and Social Justice Committee oversees policies and initiatives that seek to address the factors that can undermine safety and wellbeing for individuals and families as well as the broader community of Dubbo. Dubbo Regional Council’s CCTV program is a key initiative aimed at enhancing actual and perceived safety in public spaces across the Dubbo Regional LGA.

The objectives of the Dubbo Regional Council CCTV program are to:

  • Reduce the opportunity for crime against people and property in public spaces by deterring potential offenders
  • Assist Police with the deployment of resources to prevent crime in public spaces and respond to emergencies and other safety risks
  • Assist police with the detection and investigation of crime and safety risks in public spaces
  • Reduce the risk of reoffending by providing police with recorded images as evidence to assist in the prosecution of offenders

CODE OF PRACTICE

Dubbo Regional Council's CCTV system operates under a Code of Practice which has been endorsed by Council, the Code of Practice articulates the aims, objectives, standards and principles that guide the operation of the Program. It was developed in consideration of the provisions of the NSW Government Policy Statement and Guidelines for the Establishment of and Implementation of Closed Circuit Television (CCTV) in Public Spaces (‘The NSW Guidelines’). The NSW Guidelines were developed to support Councils and other authorities who implement CCTV systems to ensure compliance with relevant legislation, including:

  •  Local Government Act 1993 (NSW)
  •  Privacy and Personal Information Act 1998
  •  Surveillance Devices Act 2007 (NSW)
  •  Government Information (Public Access) Act 2009 (NSW)
  •  Workplace Surveillance Act 2005 (NSW)
  •  State Records Act 1998 (NSW)
  •  NSW Anti-Discrimination Guidelines for Local Councils
  • NSW Local Government Act 1993

 The Code of Practice is supported by Standard Operating Procedures (SOPs) and a Memorandum of Understanding (MoU) between Dubbo Regional Council and the Orana Mid-Western Police District.
