OUTCOMES FROM THE STANDING COMMITTEE MEETINGS

Councillors met at 5.30pm on 7 March 2024 for the Dubbo Regional Council Standing Committees meetings. Outcomes from the standing committees will be taken to the Ordinary Council meeting on 21 March 2024 for consideration and adoption. 

 

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

 

BUILDING SUMMARY - FEBRUARY 2024: The total number of dwellings approved between the three-week period from 1 February to 22 February 2024, was three. During this period approvals included a centre based childcare facility valued at $3.17M, a light industrial building valued at $1.46M and alterations and additions to a primary school valued at $1.5M.

REPLACEMENT OF FLUORIDE DOSING SYSTEM AT JOHN GILBERT WATER TREATMENT PLANT (JGWTP) - PROJECT UPDATE: Council noted the update on the progress with the design and construction of the new fluoride dosing system at the JGWTP in Dubbo. The project is complex and has a strong focus on increased safety to operators to meet our workplace safety obligations, ease of plant operation and site security. Establishment of the construction site will start in early March 2024 with construction to begin late March 2024. Completion of the project is expected to occur by the end of September 2024.

WATER QUALITY ACTION PLAN UPDATE - ANNUAL REPORT: Councillors reviewed and discussed the update on the Water Quality Action Plan covering the reporting period January to December 2023. The Water Quality Action Plan update was noted.

ANNUAL REVIEW OF ENERGY STRATEGY AND IMPLEMENTATION PLAN: Councillors noted the Report of the Organisational Sustainability Coordinator dated 22 February 2024.

RESULTS OF INGROUND PARKING SENSOR AND LICENSE PLATE RECOGNITION CAMERA TRIALS: In July 2022 Council started an inground parking sensor trial project in the Dubbo Central Business District (CBD) with industry group Database Consultants Australia. 150 inground parking sensors were installed in the Dubbo CBD in several locations. The results of the data from the inground parking sensors software shows that for the period from 22 August 2022 until 1 February 2024, a total of 1,852 infringements were issued for overstaying permitted time. During the trial, the license plate recognition camera proved to be effective for monitoring timed parking areas throughout the Dubbo urban area. During the trial period 157,191 vehicles were scanned with 2,413 time violations detected. Council discussed the initial results of the trial and resolved that prior to any further expansion of inground parking sensor and license plate recognition camera program that a report be provided back to Council for consideration.

NAMING OF ROAD IN SUBDIVISION - 2 SPITFIRE DRIVE, DUBBO: Council noted the proposed road name change from Spitfire Drive to Woomera Circuit as per the road layout plan. The proposed name will be notified in the local newspaper and Government Authorities in accordance with Section 162 of the Roads Act 1993 and Section 7 of the Roads Regulation 2018.

TENDER FOR THE DESIGN AND CONSTRUCTION OF SAXA ROAD COMOBELLA CAUSEWAY BRIDGE: Councillors adopted a contract for the Design and Construction of the Saxa Road Comobella Crossing Bridge be awarded to Bridge and Marine Engineering Pty Ltd in accordance with Clause 178 (3) of the Local Government (General) Regulation 2021 for the amount of $1,702,910 (incl GST).

CULTURE AND COMMUNITY COMMITTEE

DREAM FESTIVAL 2023 AND BEYOND: Councillors moved the CEO facilitate an expression of interest (EOI) process to determine a community group or other body to deliver the DREAM festival. Council will provide funding support to a maximum of $40,000 to the community group or body for the organisation, planning and delivery of the DREAM festival based on Council’s procurement practice and appropriate funding conditions set by Council. Council will provide event support, in line with standard practices, in addition to the $40,000 funding. 

PROGRESS TOWARD A COMMUNITY SAFETY AND CRIME PREVENTION PLAN: The progress report was noted by Councillors. It was discussed the Community Safety Plan will encompass Crime Prevention Priorities and associated action plans. It was also noted the Chief Executive Officer would develop a Youth Strategy in collaboration with the Youth Council and other key stakeholders.

MACQUARIE REGIONAL LIBRARY PERFORMANCE REPORT OCTOBER TO DECEMBER 2023: The Macquarie Regional Library Performance Report for October to December 2023 was noted.

DELROY PARKLANDS MASTER PLAN - RESULTS OF PUBLIC EXHIBITION: The results from the public exhibition of the Delroy Parklands Master Plan were noted by Councillors. The proposed Delroy Parklands Master Plan 2023 was discussed. The plan is proposed to be implemented as funding becomes available through developer contributions and external funding opportunities. It was also noted the Delroy Parklands Master Plan 2023 will be progressively implemented with the identified funds required to maintain the area are considered for inclusion in the budget formulation process.

RECLASSIFICATION AND REZONING OF ALEXANDER BELL MEMORIAL PARK: Council will prepare a Planning Proposal to undertake reclassification of Alexander Bell Memorial Park from Community Land to Operational Land under the provisions of the Local Government Act 1993 and to rezone the land for the purposes of residential development under the provisions of the Dubbo Regional Local Environmental Plan 2022. Community consultation will be undertaken regarding the proposal.

CORPORATE SERVICES COMMITTEE

MONTHLY REPORTING SNAPSHOT FOR COUNCILLORS - DECEMBER 2023 AND JANUARY 2024: Councillors noted the information contained within the report of the Corporate Strategy and Performance Coordinator dated 26 February 2024.

VALUE TO NEGOTIATE WITH THE DUBBO RSL FOR THE OLD DUBBO BOWLING CLUB UPDATE: Council moved to not re-submit an updated Expression of Interest for 74 Wingewarra Street, Dubbo.
