EXTRAORDINARY MEETING OF COUNCIL

Dubbo Regional Council (DRC) has met for an Extraordinary Meeting of Council on Thursday 3 June 2021 at 1pm. On the agenda were the following items:

ELECTION OF MAYOR AND DEPUTY MAYOR FOR THE REMAINDER OF THE COUNCIL TERM
Council noted a report from the Chief Executive Officer, dated 31 May 2021. Council determined to conduct open voting method for the election of Mayor and Deputy Mayor.

ELECTION OF MAYOR
Councillor Stephen Lawrence was elected Mayor for the remainder of the Council term.

ELECTION OF DEPUTY MAYOR
Councillor Anne Jones (OAM) was elected Deputy Mayor for the remainder of the Council term.

NOTICE OF INTENTION FROM THE MINISTER FOR LOCAL GOVERNMENT TO ISSUE A PERFORMANCE IMPROVEMENT ORDER
That Council noted the correspondence from the Minister for Local Government, The Hon. Shelley Hancock MP, dated 31 May 2021. Council determined to request an extension of one week to make a submission to the proposed Performance Improvement Order, to be submitted by Tuesday, 15 June 2021. 

DELEGATION OF AUTHORITY TO THE INTERIM CHIEF EXECUTIVE OFFICER
Council endorsed the delegation of authority be given to the Interim Chief Executive Officer as contained in the document attached to the report by the Director Organisational Performance dated 31 May 2021.  

POWER OF ATTORNEY FOR THE INTERIM CHIEF EXECUTIVE OFFICER
Council noted the report of the Director Organisational Performance, dated 31 May 2021.

Council determined to rescind the power of attorney granted to the current Chief Executive Officer, Dean William Frost, to take effect on 11 June 2021 and prescribed power of attorney in accordance with the draft General Power of Attorney attached to the report as Appendix 1, to the interim Chief Executive Officer, Murray Alexander Wood.

Council authorised the Mayor and Deputy Mayor to execute the General Power of Attorney under the Common Seal of the Council.

Council determined to rescind the power of attorney granted to the interim Chief Executive Officer upon appointment of a permanent Chief Executive Officer. Council resolved that the Chief Executive Officer will report to Council every three months on all documents signed under the prescribed Power of Attorney.
