DRAFT PLANNING AGREEMENT FOR SPICERS CREEK WIND FARM TO COME

Dubbo Regional Council has resolved to negotiate a draft planning agreement with Squadron Energy Pty Ltd in respect to the Spicers Creek Wind Farm Project.

The decision comes after Squadron Energy Pty Ltd submitted a letter of offer, featuring components relating to strategic and infrastructure projects funding, and a community benefits scheme for local community groups and other not-for-profit organisations.

The offer also included terms of 1.5 per cent of Capital Investment Value in accordance with Council’s adopted Renewable Energy Framework, with any agreement negotiated being over a 30-year term with annual payments to Council.

“We’ve got a responsibility to ensure future generations are not worse off as a result of our decision making and actions and working with organisations such as Squadron Energy assist in strengthening our community and local economy,” Dubbo Regional Council Mayor Mathew Dickerson said.

While the project will mean the building of 117 wind turbines, only 107 will be in the Dubbo Regional Local Government Area, with the remaining 10 turbines in the Warrumbungle Shire Council Local Government Area, meaning that the Planning Agreement funding would be considered on a pro rata basis per turbine.

The draft planning agreement will be made available for public exhibition, with a further report to be presented to Council for consideration, including any submissions, once the public exhibition period has closed.
