OUTCOMES FROM THE JULY 2025 ORDINARY COUNCIL MEETING

Council met at 5.30pm on Tuesday 22 July 2025 in Dubbo for the July Ordinary Council meeting. During the meeting the following outcomes were made:

Notices of Motion:

SCABBING FLAT BRIDGE: Council will write to the Minister for Regional Transport and Minister for Roads, and the Regional Director West in Transport for NSW to fund repair works to the impacted local and regional road network which are a result of prolonged road closures and load limits on Scabbing Flat Bridge.

FORMATION OF DUBBO REGIONAL INDOOR SPORTS HUB AND PCYC WORKING PARTY: Council will form a Working Party of relevant and interested stakeholders to continue to work to realise funding for the Dubbo Regional Indoor Sports Hub and PCYC.

Reports from staff:

PUBLIC CONSULTATION – AUSTRALIA DAY EVENTS – DUBBO AND WELLINGTON: Council will hold the Australia Day Ceremony in Dubbo on Sunday 25 January in Victoria Park in the morning, and in Wellington on Sunday 25 January in Cameron Park in the evening.

Both ceremonies will include live entertainment, children’s activities, cultural performances, market stalls, and a free barbecue.

DRAFT PLANNING AGREEMENT VPA24-001 – CONCRETE WORKS – 19L AND 20L SHERATON ROAD, DUBBO – RESULT OF EXHIBITION: Council will enter into a Planning Agreement with Regional Hardrock Pty Ltd or a Council approved associated entity.

2025 DUBBO STAMPEDE RUNNING FESTIVAL – TEMPORARY ROAD CLOSURE: Council approved the application from the Dubbo Running Festival Committee Incorporated to close requested roads, subject to meeting specified conditions.

PROPOSED ‘NO STOPPING’ ZONE – JUDY JAKINS DRIVE DUBBO: Council approved the installation of ‘no stopping’ signage on Judy Jakins Drive which will allow unobstructed access for fire trucks.

DRAFT NORTH-WEST URBAN RELEASE AREA RESIDENTIAL DEVELOPMENT CONTROL PLAN: Council resolved to put the draft plan on public exhibition for a period of 28 days. Following the exhibition, a further report will be provided to Council.

HERITAGE PROVISIONS ON BRIDGES: Councillors noted the report containing heritage information on Scabbing Flat Bridge, Rawsonville Bridge, and Waroo Bridge.

SPARC GRANT ASSESSMENT REPORT ADDITIONAL INFORMATION – MARRADHALI ABORIGINAL CORPORATION: Council will allocate $5,900 in funding under the SPARC Support Grant Program to the Marradhali Aboriginal Corporation.

FINANCIAL ASSISTANCE POLICY – RESULTS OF PUBLIC EXHIBITION AND COMMUNITY FUNDING PROGRAM: Councillors noted the information contained within the report and adopted the draft Council Policy – Financial Assistance.

The Community Funding Program – Application Handbook will be made available to the public and an associated communications campaign will be undertaken to ensure former and prospective applicants are aware of the Community Funding Program.  

LOCAL GOVERNMENT NSW – 2025 ANNUAL CONFERENCE: Councillors Chowdhury, Wells and Ryan were nominated, alongside Mayor Josh Black, to attend the Local Government NSW Annual Conference 2025 as voting delegates.

AUDIT, RISK AND IMPROVEMENT COMMITTEE – REVIEW AND RECRUITMENT: Council adopted the Audit, Risk and Improvement Committee Charter and Terms of Reference. Council will also seek expressions of interest for the independent positions on the Committee.

REDUCTION OF DRLM DESTROY AND DISPOSAL FEES 2025/2026: Council reinstated the 2024/2025 Destroy and Disposal fees for small and large animals. Small stock will be charged at $49 and large animals will be charged at $150.

ROAD OPENING – UNNAMED ROADS OFF BULJTE AND GIPPS STREET, DUBBO: The unnamed roads off Buljte and Gipps Street will be dedicated as road reserves.  

CONFIDENTIAL: QUOTATION FOR SUPPLY AND DELIVERY OF ONE 200 HORSEPOWER FOUR-WHEEL DRIVE TRACTOR: Council will engage with Hutcheon and Pearce Pty Ltd for the supply of one John Deere 6M200 tractor for the total amount of $280,000 (excluding GST).

CONFIDENTIAL: SAXA ROAD/COMOBELLA CROSSING REPLACEMENT PROJECT – LAND ACQUISITION: Councillors resolved to approve an application to the Office of Local Government (OLG) to compulsorily acquire the whole of Lot 9 DP 754327 (Land).

Questions on Notice:

NON-GOVERNMENT SOCIAL SERVICES: Councillors were provided information about the role Council can play in supporting human services providers in the region, and whether any related actions have been identified in the Community Safety and Crime Prevention Plan.
