Councillors met at 5.30pm on 10 June 2025 for the meetings of the Dubbo Regional Council (DRC) Standing Committees. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 24 June 2025 for consideration and adoption.
INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE
DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report which showed 21 dwellings had been approved in April, including 11 single dwellings and 10 other dwellings. Overall Council approved 39 Development Applications in the month of April 2025 with a total financial value of $17,376,015.
PLANNING PROPOSAL POLICY REVIEW: Councillors recommended that the draft updated Planning Proposal Policy be adopted and noted that no submissions were received during the public exhibition period.
D22-210 – SUBDIVISION (631 ALLOTMENTS) PROPERTY: LOT 4325 DP 1303918, LOT 3724 DP 1293647, LOT 103 DP 129995, LOT 3317 DP 1259756 AND LOT 1 DP 1272474 APPLICANT: MAAS GROUP PROPERTIES SOUTHLAKES PTY LTD OWNER: MAAS GROUP PROPERTIES DURHAM PARK PTY LTD: Council recommended that the development application be approved, subject to the conditions of development in the report.
FOREST GLEN SOLAR FARM – COMMUNITY HOUSING FUND GUIDELINES: Councillors recommended that the draft guidelines be adopted for the purposes of public exhibition for 28 days. A further report will be provided to Council following the public exhibition period.
CONFIDENTIAL: TENDER FOR EXTERNAL PLANT HIRE – LIGHT VEHICLES, PLANT AND EQUIPMENT: Councillors recommended to engage the 46 companies who provided tender submissions on a three-year supplier panel arrangement.
CULTURE AND COMMUNITY COMMITTEE
REVIEW OF THE PUBLIC TREE REMOVAL – AMENITY VALUATION POLICY (2025): Councillors recommended that the policy be put on public exhibition for a period of 28 days. A report will be provided back to Council following this.
CROWN LANDS OF MANAGEMENT – DUBBO RIVERSIDE RESERVES: Councillors recommended that the draft plan be endorsed and be put on public exhibition for a period of 42 days. Following public exhibition, the final plan will be provided to Council for adoption.
DUBBO REGIONAL SPORTS COUNCIL – PLAYING FIELD IMPROVEMENT FUND: Councillors recommended that $12,737 be awarded to Dubbo Athletics Club as a 50% contribution towards the cost of renewing the painting of the Barden Park grandstand, replacement of the noticeboards, and purchase and installation of signage for the throw cages.

DRAFT 2025/2026 BUDGET, OPERATIONAL PLAN AND ASSOCIATED DOCUMENTS – RESULTS OF PUBLIC EXHIBITION: Councillors noted the results of the public exhibition and provided recommendations to the Draft 2025/2026 Budget and associated documents, including the Draft 2025-2029 Delivery Program and Draft 2025/2026 Operational Plan, and Draft 2025/2026 Fees and Charges. The finalised documents will be put to the June Ordinary Meeting of Council for adoption and commencement on 1 July 2025.
CONFIDENTIAL: OUTCOME OF THE EXPRESSION OF INTEREST PROCESS – PROPOSED LICENCE FOR LOT 101 HENNESSY DRIVE, DUBBO – LOT 101 DP 1286114: Councillors recommended that the expression of interest (EOI) submission by both applicants be declined. It was recommended that the CEO negotiate directly with the applicant, and that the property be re-advertised for a licence via the EOI process if negotiations are unsuccessful.
