OUTCOMES FROM THE NOVEMBER 2025 ORDINARY COUNCIL MEETING
Council met at 5.30pm on Tuesday 18 November 2025 in Dubbo for the November Ordinary Council meeting.
At the start of the meeting a presentation was made to acknowledge Dubbo Regional Council’s Customer Experience Team who won the Innovation of the Year and Team of the Year awards at the 2025 National Customer Service Awards.

Notices of motion:
FINANCIAL ASSISTANCE POLICY AMENDMENT: Councillors changed the wording in the Financial Assistance Policy section 5, point 8, page 7 regarding the Baseline Eligibility Criteria to read “My project is not illegal or discriminatory or unethical”.
DRAFT HOUSING STRATEGY: Council deferred the notice of motion to be considered when the draft Housing Strategy comes back to Council following the public exhibition.
HAMPTON PARK SESS RENEWABLE ENERGY PROJECT: Council resolved to recommend to the Department of Housing, Planning and Infrastructure the project not be progressed further, with an accompanying document outlining why Council considers the Hampton Park site to be inappropriate. Council will also write to the Minister for Planning and Public Spaces raising concerns of the compatibility of the solar farm and storage system with adjoining and adjacent properties including visual amenity, social and bushfire impacts. It will also highlight the Regional Housing strategy which may include provision of land for such projects.
Reports from Staff:
PLANNING PROPOSAL – REZONING RU2 TO E4, SHERATON ROAD DUBBO: Councillors endorsed the planning proposal to amend the Local Environmental Plan 2022 and will submit the proposal including conditions to the NSW Department of Planning, Housing and Infrastructure for Gateway Determination. Following completion of the public exhibition, a further report will be brought back to Council.
RESPONSE TO NOTICE OF MOTION - CCL25/246 - FEES AND CHARGES - TIPS AND TRANSFER STATIONS: Councillors noted the report from the Manager Resource Recovery and Efficiency and will consider the results of a community survey on waste management during the development of the 2026/2027 Operational Plan and Budget, including an examination of whether chargers are required to operate the Village Transfer Stations. A draft policy for the disposal of waste from registered charities and applicable community organisations will be brought to the February 2026 Council meeting for consideration and Council will continue to undertake consultation with the Environment Protection Authority and other applicable entities in respect to grant programs.
DRAFT COUNCIL POLICY - EVENT SUPPORT POLICY: The policy will be placed on public exhibition, with a further report to be brought back to Council at the February 2026 Ordinary Council Meeting.
NEW DUBBO CEMETERY AND WELLINGTON CEMETERY MASTER PLANS - RESULTS OF PUBLIC EXHIBITION: Councillors adopted the New Dubbo Cemetery master plan and the Wellington Cemetery master plan.
AUSTRALIAN GOVERNMENT - MAJOR AND LOCAL COMMUNITY INFRASTRUCTURE PROGRAM $2 MILLION - URBAN GREENING IN THE DUBBO CBD (WINGEWARRA STREET TREE PLANTING PROJECT): Council endorsed the $2 million grant application through the Australian Government's Major and Local Community Infrastructure Program for the Wingewarra Street Tree Planting Project, from Darling Street to Chelmsford Street.
QUARTERLY BUDGET REVIEW STATEMENT - SEPTEMBER 2025: Council adopted the Quarterly Budget Review Statements and noted the satisfactory financial position that Council is currently in.
PROPOSED LAND CLASSIFICATION - TROY RAIL DEVIATION - LOT 5, LOT 8, LOT 9, LOT 10 AND LOT 12 DEPOSITED PLAN 124149: Upon acquisition the properties outlined will be classified as operational land in accordance with the Local Government Act 1993.

PUBLIC NOTIFICATION OF DEVELOPMENT APPLICATIONS: How does Council undertake public notification of Development Applications? A detail response was provided by staff.
DUBBO REGION ARTS AND CULTURE COUNCIL (DRACC): Councillors received a response to a question about the status of the DRACC, which showed the next steps would be an expression of interest for members in January 2026 and the first meeting to be held in March 2026.
OVERHEAD BANNERS - MACQUARIE STREET: Councillors received an answer to questions about the banners in Macquarie Street which Council operates under the CBD Flag and Promotion Program in Dubbo and Wellington, aiming to enliven the areas with the flags contributing to a vibrant streetscape. The process for bookings and costs are set out on the DRC website.

TENDER INSTALLATION OF SHADE SAILS AT DUBBO REGIONAL LIVESTOCK MARKETS: Councillors determined to approve the tender for $461,257 for the installation of shade sails at the Dubbo Regional Livestock Markets to Ellis and Sons Group Pty Ltd.
