OUTCOMES FROM THE OCTOBER 2025 ORDINARY COUNCIL MEETING
Council met at 5.30pm on Tuesday 28 October 2025 in Dubbo for the October Ordinary Council meeting. During the meeting the following outcomes were made:
Mayoral Minute: Council endorsed the recommendation of the selection panel to appoint Mr Luke Ryan to the position of Interim General Manager for Dubbo Regional Council. The appointment is made on a contract basis for a period of up to 12 months.

MASTER PLAN FOR THE CIVIC ADMINISTRATION BUILDING: Council adopted to allocate $100,000 from the Restricted Asset Budget (Building Asset Renewal) to develop a plan and design for the Civic Administration Building in Dubbo.

PROPOSED SCHOOL CROSSING UPGRADE - OAK STREET DUBBO: Councillors adopted to grant approval to upgrade the existing pedestrian refuge in Oak Street Dubbo, to satisfy children’s crossing standards.
2026 NSW TOUCH FOOTBALL JUNIOR STATE CUP DUBBO: Council resolved to approve the implementation of the temporary road closures to facilitate the 2026 NSW Touch Football Junior State Cup, to be held along the Lady Cutler Sporting Precinct from 7pm Thursday, 19 February to 7pm Sunday, 22 February 2026.
ADOPTION OF WATER SUPPLY SERVICES POLICY, SEWERAGE SERVICES POLICY AND LIQUID TRADE WASTE POLICY: Councillors adopted the Water Supply Services Policy, Sewerage Services Policy and Liquid Trade Waste Policy.
PEST BIRD SPECIES - RESULTS OF SURVEY AND FUTURE DIRECTION: Councillors noted the results of the survey undertaken regarding the management of pest bird species in the Dubbo CBD and the Wellington Town Centre. It was also noted that as part of the process of developing the 2026/2027 Budget and Operational Plan that options for the management of pest bird species in the Dubbo CBD and the Wellington Town Centre be developed, including financial implications and models of possible business owner financial participation.
MODIFICATION OF BLUERIDGE PRECINCT DEVELOPMENT CONTROL PLAN: The amended draft Blueridge Precinct Development Control Plan was adopted for the purposes of public exhibition only. The draft Blueridge Precinct Development Control Plan will be placed on public exhibition for a period of not less than 28 days. Following the completion of the public exhibition period, a further report will be presented to Council for consideration, including the results of the public exhibition.
UPDATE ON THE NORTH YEOVAL BOUNDARY ADJUSTMENT PROJECT: Council adopted to inform Cabonne Shire Council that it has no objection to the transfer all relevant parcels within North Yeoval from the Dubbo Regional Council Local Government Area to the Cabonne Shire Council Local Government Area. Councillors supported Cabonne Shire Council making an application to the Minister for Local Government and the Governor for consent to alter the local government area boundary.
COUNCIL'S ROLE IN THE SUPPORT OF GRANTS FOR COMMUNITY AND COUNCIL: Councillors noted the information contained within the report.
DRLM ADVISORY COMMITTEE: Councillors adopted for the structure and draft Terms of Reference for the Dubbo Regional Livestock Markets Advisory Group be place on public exhibition for 28 days for the purpose of public submissions, with a further report to council.
REQUEST FOR NOVEMBER COUNCIL MEETING TO BE HELD IN DUBBO CHAMBERS: Council endorsed moving the Ordinary Council Meeting on 18 November 2025 from the Wellington Chamber to be held in the Dubbo Chamber. This change is to allow for new technology for Council meetings to be rolled out.

DUKE OF WELLINGTON BRIDGE APPROACHES - PROVISION OF DESIGN SERVICES: Councillors determined to award the contract for the investigation and detailed design of an approved repair solution for the Duke of Wellington Bridge and its road approach be awarded to SMEC Australia Pty Ltd in accordance with Clause 55 (3) (i) of the Local Government Act 1993 for the amount of $363,385 (incl GST).
ANNUAL BITUMEN RESEALING PROGRAM 2025/2026 – TENDER RECOMMENDATION: Councillors adopted to award the contract for the ‘Annual Bitumen Resealing Program 2025/2026 to Austek Spray Seal Pty Ltd in accordance with Local Government Act 1993 Section 55 (3) for an upper limit amount of $1,892,374 (incl GST).
MEMBERSHIP OF THE NEXT AUDIT, RISK AND IMPROVEMENT COMMITTEE: Council noted the report of the Manager Corporate Governance, dated 30 September 2025. Councillors adopted to appoint the following membership for the Audit, Risk and Improvement Committee commencing November 2025: Chairperson – Michael O’Connor, Independent Member – Stephen Coates and Independent Member – Grahame Marchant.
