PARKING FINE CHANGES ALREADY HAPPENING IN DUBBO LGA

Dubbo Regional Council (DRC) has welcomed the official Minns Labor Government changes to on-the-spot parking fines, which came into effect from 1 July 2025. Council Parking Patrol Officers have already been using notification cards since March 2024.

DRC introduced parking fine notification cards last year to enhance transparency and accessibility following the rollout of the Print and Post ticketless parking fine scheme introduced by Revenue NSW in 2020.

That scheme saw offenders receive a fine in the mail with no prior warning. Under the new legislation, it remains legal to use Print and Post, provided a notification is also left on the vehicle.

“The Minns Labor Government reforms to the parking fine system are now in effect across the state, but here in the Dubbo Local Government Area, residents won’t notice much change because our Parking Patrol Officers have already been implementing these notifications since last year,” DRC Mayor Josh Black said.

“We didn’t want people unfairly surprised by parking tickets weeks later, which is why our staff took the proactive step to issue the paper notifications alongside the Print and Post system.

“Transparency matters, and people deserve to know when and why they’ve been fined straight away, not weeks later when something arrives in the post,” Clr Black said.

The series of reforms include requirements for Councils and other issuing agencies to attach a parking fine or notification to the vehicle except in limited circumstances where it is unsafe for the parking officer to do so.

Parking Patrol Officers must also send to Revenue NSW images of the parking offence and the fine or notification, and collate data on their use of parking fines, which will be made publicly available.

Director Development and Environment Steve Jennings said the notification alerts the driver to their parking offence and lets them know a formal fine will follow either by post or via their Service NSW app.

“The notifications used by our officers include the time, date, vehicle registration, street, and suburb of the offence, and clearly state the reason for the fine.

“The notification, which has been approved by Revenue NSW, also makes clear that the driver will receive a formal fine notice in the mail with details of the offence, and that they don’t need to take any action until the formal notification arrives,” Mr Jennings said.

Parking fines are issued under section 24AC of the Fines Act 1996, with pricing determined by the NSW Government.
